Mobile TV: DVB-H and DMB

Goal: Development and contributions to the standardization process of an efficient transmission system for TV on mobile terminals.

The further development from DVB-T to DVB-H and DAB to DMB has made the launching of TV services for mobile terminals possible as a result of the improved transmission quality and the reduced receiver power consumption. For both systems (DVB-H and DMB) H.264/MPEG4-AVC has been specified as the mandatory video coding standard. Therefore real-time solutions for H.264/MPEG4-AVC encoding/decoding for DVB-H and DMB have been developed by the Image Communication Group.

Real time decoders for H.264/MPEG4-AVC, Baseline Profile Level 1.2 (CIF), and AAC+ have been ported to embedded PDA platforms. Furthermore a real time encoder with a streaming server was developed for a PC based platform. This live streaming server was presented at the CeBit 2005. A pre-version of the system was presented at the NAB 2004 and IBC 2004, where the reception of pre-encoded H.264/MPEG4-AVC bit streams via a DVB-T channel by a PDA with DVB receiver equipment was presented. A presentation of a complete DVB-H transmission system is planned for the IFA 2005. Furthermore the H.264/MPEG4-AVC live streaming server is currently extended to a multi channel encoding system with statistical multiplex features and will also be presented at the IFA 2005.

Thomas Wiegand coordinates the work of audio/video coding in DVB TM-CBMS (responsible for IP datacast over DVB-H) and is the editor of the DVB-H specific Annex to TS 102 005 that specifies how H.264/MPEG4-AVC is carried over DVB-H networks.
